The Original and
Current Partners

Atlantic Highways Corporation
(AHC), a subsidiary of Canadian International Corporation (CHIC) of
Mississauga,
Ontario, was the major contractor.
-
AHC had involved three major
Nova Scotia sub-contractors: Nova Construction, Tidewater Construction,
and the BFC Civil Company of
Canada.
-
CHIC
had four equity partners: Moneco-Agra Inc., Dufferin Construction, Ambro
Holdings Inc., The BFC Civil Co. of
Canada.

Atlantic Highway Management
Corporation Limited (AHMCL)
was a subsidiary of AHC and is subcontracted by the Highway 104 Western Alignment
Corporation to manage the toll operations. It is now a subsidiary of
Aecon Group.

Newcourt Credit Group
was a non–bank lending institution, and underwrote the toll revenue bonds
for the private financing. Newcourt is now
CIT Financial
Limited. CIT
Financial Limited currently acts as the Bondholders Representative.
They don't hold any of the bonds, which are held by four Insurance Companies
and an Investment firm.

Highway 104 Western Alignment
Corporation is a
government business enterprise owned by the Provincial Government. It was
created by the Highway 104 Western Alignment Act (and incorporated in July
of 1995) to manage the financing, design, construction, operation and
maintenance of the project. The financial transactions of the Corporation
were handled through the construction trustee, Montreal Trust, and
Newcourt Credit Group had the right to review these transactions.
Currently, the financial transactions are handled by Computershare Trust
Company of Canada.

McCormick Rankin
is the Independent Maintenance Engineer. Before the Highway 104 Western
Alignment Corporation can authorize payment, the IME ensures the work has
been done according to the appropriate specifications.

The Department of
Transportation and Infrastructure Renewal
owns the highway. The operation of the highway will be turned over to the
Province when the bondholders are repaid in 2026.

The federal contribution to
this project was funded by the Strategic Highway Improvement program (SHIP)
through Transport Canada.
The Committees
The Highway 104
Western Alignment Corporation is currently represented on two committees
monitoring the highway's operation: the Joint Advisory Committee and the
Department of Transportation and Infrastructure Renewal Steering Committee.
During the construction of the highway there were two other committees: the
Project Advisory Committee and the Communications Advisor Team.
Joint Advisory Committee (JAC)
The JAC is
composed of the Highway 104 Western Alignment Corporation, Atlantic Highways
Management Corporation Limited, the Department of Transportation and
Infrastructure Renewal, and McCormick Rankin (the Independent Maintenance
Engineer). The Committee meets quarterly to review and monitor the operation of
the toll highway, including the maintenance of the roadway and the operation of
the toll plaza.
DTIR Steering Committee
The
Departmental Steering Committee is comprised of representatives from the Highway
104 Western Alignment Corporation, the Department (including the Deputy
Minister, the Executive Director of Highway Engineering and Construction, the
District Director for the Northern District, the Director of Communications and
Public Affairs, the Director of Finance, and the Manager of Vehicle Compliance),
and the Department of Justice. The Committee ensures the Department is kept
up-to-date on activities associated with the Cobequid Pass.
